META Changes

Myschievia is thinking about changing up the way we designate the effigy and temple team process.

As it stands, we vote on effigy and temple proposals at the Summer Town Hall and the submission that wins the vote is responsible for building.

The proposed change is to have an elected META lead who has prior build knowledge to oversee the build teams. Everyone will still get to propose and vote on the effigy and temple, we'll just have an elected lead to oversee the actual build.
