DMV Policy
Mutant vehicles and art cars are both cool, customized rides. Though they share some similarities, they’re not the same. Here’s a quick rundown to help you tell them apart.
What’s the Difference?
Mutant Vehicles:
Think of mutant vehicles as wild, mobile art installations. These are regular vehicles transformed so radically that you can’t even tell what they were originally. They’re like something out of a dream (or a sci-fi movie)! The goal is to create a completely unique, functional piece of art.
Art Cars:
Art cars are vehicles that have been artistically modified, but not as drastically as mutant vehicles. The base vehicle is usually still identifiable. They showcase the owner's creativity and are common at parades and art shows.
Examples:
Mutant Vehicle: A car turned into a giant, fire-breathing dragon.
Art Car: A Beetle covered in colorful tiles and small sculptures.
Mutant Vehicles at Myschievia
Myschievia is a fantastic place for artistic expression on wheels! Both Mutant Vehicles and Art Cars are classified as “Mutant” and are welcome at Myschievia as long as they register with the DMV and meet the criteria.
Driving street cars and trucks on the playa is prohibited during the event. Participants are only allowed to drive motor vehicles to their camps to unload and during exodus. Otherwise, all motor vehicles should remain in the parking lot.
All participants wishing to drive an art car or mutant vehicle at Myschievia must fill out the registration form below. All vehicle operators must apply through this form to be considered for licensing (you can’t just show up at the event with your vehicle and get licensed). If your vehicle is approved, bring your vehicle to the DMV Headquarters for final vehicle inspection. Final inspection and licensing are required before you can drive your vehicle at the event. The DMV lead and/or the LLC retain the rights to refuse any vehicle that does not meet safety or size requirements.
Receiving an invite to bring your vehicle to Myschievia does not mean you are guaranteed a license. Many vehicles are given the benefit of the doubt based on their description and design image and are invited for inspection, but that does not mean they will pass the final review. Actual licenses are granted at Myschievia if, and ONLY if, you pass the on-playa inspection.
Be sure that the vehicle you bring for inspection is a well-executed representation of the intent you described in your application.
A Myschievia DMV License allows vehicles to operate on city streets (with the exception of pedestrian-designated streets).

DMV Licensing Criteria
- In order to meet Myschievia’s mutation criteria the vehicle should be more ART than CAR, distinctly transforming the appearance of the base vehicle. Vehicles should aim to be visually compelling, providing a “wow factor” for the other participants of Myschievia. When a person sees your vehicle, their reaction should be, “Wow! Look at that!”
- Mutant Vehicles should aim to provide an interactive experience for participants of Myschievia. Do you entertain a crowd? Does your vehicle have room for riders? Does your vehicle provide a service to the community? Does it include an interactive element?
- Interactive aspects alone are not a replacement for the mutation criteria.
- The visual presentation of your vehicle should be at least as stimulating at night as it is during the day, if not even more so. If the vehicle is not well-lit at night, you may be asked to park at night and only drive during daylight hours.
- The vehicle must be less than 12 feet in width or height.
- The vehicle must be able to safely navigate a right turn on a typical intersection while remaining within one lane of the street.
- Operators must be able to safely monitor all segments of the vehicle while in operation.
- Vehicles must have a clear field of vision for the operator
- Have a safe access area and procedures for loading and unloading passengers
- Clearly display the vehicle license in a location specified by the DMV

- Myschievia does not permit vehicles that resemble emergency services vehicles, including any vehicles decorated with red, blue, or amber rotating/flashing lights or vehicles with sirens. During an emergency, participants MUST be able to differentiate between an actual emergency vehicle and a Mutant Vehicle or other vehicles.
- Golf arts, ATVs, and other motorized art cars must carry their own liability. In the event of an accident, NTXB, LLC is not responsible for any injuries or damages caused by or to your art car .
- The DMV may decline a license to a vehicle if there is a demonstrable safety concern such as sharp objects that protrude from a vehicle or some other dangerous aspect to the vehicle. NTXB reserves the right to have any Mutant Vehicle’s movement privileges revoked for any reason.
Myschievia’s core driving policies
- Remain sober while driving!
- Obey the speed limit: The maximum speed limit is 7 MPH
- Yield to pedestrians - slow down when passing foot traffic to reduce dust
- Vehicle Operators should ensure their vehicle is at a full stop before allowing participants to board or exit, and not while it is in motion.
- Do not block the road: find a place to park off the road when stopping your vehicle
- Avoid driving during severe weather unless necessary to reduce road impact.
- Always be considerate of volunteer areas, camps, art installations and their activities.
- No sound from mutant vehicles is allowed at Temple Burn.
